Emergency Operations Plan (EOP)

Hostage Situation

What to Do If Taken Hostage

  • The initial 45 minutes is the most dangerous. Follow instructions, be alert and survive.

  • Be patient. Time is on your side. Try to remain calm.

  • The captor is emotionally unbalanced.  Do not make mistakes which could jeopardize your well-being.

  • Avoid drastic action and behavior.

  • Don’t speak unless spoken to and then only when necessary.  Don’t talk down to the captor, who may be in an agitated state.  Comply with instructions.

  • Maintain eye contact with the captor at all times if possible, but do not stare.

  • Treat the captor respectfully. Avoid appearing hostile. Avoid arguments. Avoid speculating.

  • The personal safety of others may depend on your memory.

  • Be prepared to talk to the police on the telephone.

  • If medication, first aid or restroom privileges are needed by anyone, say so.  Captors in all probability do not want to harm persons held by them.
