Mr. William McGinnis
Mr. McGinnis' professional public service career includes 18 years as an administrator for California State University, Chico, which included four years teaching part-time in the university’s Political Science Department and two years as the CSU systemwide physical plant coordinator. Prior to his university service, he served for 17 years as an administrator in state, city and county governments in Florida, Oregon and California. His local government experiences included working as the chief administrator to elected boards and city councils. Since retirement from the CSU, he has consulted with community colleges and universities throughout California and non-profit organizations in other countries on the topics of strategic planning, organizational development, governance, team building, and governmental relations. Beginning in 1992, he has served continuously on the Butte-Glenn CCD Trustee Board and will be unopposed in the November 2008 election for his fifth term. He has twice served as the Butte board’s president, among other offices. In addition to his Butte College experiences, he served on the CCCT Board of Directors from 1997 to 2006, during which he was elected as its president and president of the CCLC. In 2007, he was appointed to serve as a lay member of the WASC Hearing Board Panel, an appointment that continues today. His academic background includes a B.S. degree in business management from Midwestern College and an M.A. degree in public administration from the University of West Florida, as well as executive leadership certificates from both Stanford and Notre Dame universities.
