Strict fiscal management and public oversight will ensure the proper expenditure of Measure M bond funds -- just as the district has done with Measure C bond funds.

What is the role of the Measure C Citizens Oversight Committee?
The Measure C Citizens Oversight Committee was formed after voters approved Measure C in 2001. It meets regularly in open session to review expenditures and ensure that they fall within the resolution authorized by voters. The books are open, and all meeting agendas and minutes are posted online for public review. This information is available here.

Will an Oversight Committee be created for Measure M?
Yes. The Board of Trustees wants as many people as possible to participate on the Measure M Citizens Oversight Committee. Advertisements and notices will invite public participation and provide details on how to apply.

How does the district ensure fiscal responsibility?
Independent auditors have examined Measure C bond expenditures annually since Measure C was approved. The audits have been exemplary, with no recommendations for improvement.

Vavrinek, Trine, Day & Co. LLP of Rancho Cucamonga, California.

What types of audits were involved?
The auditors have performed two types of audits: A fiscal audit that examines all the books for accuracy and adherence to all laws and regulations; and a performance audit that ensures that all processes for bidding, contracts, invoicing, approvals and oversight have been followed correctly. All audits determined the district is in complete compliance.

How were Measure C bonds rated?
The district's bonds have received AA ratings -- the highest possible in California. Standard and Poor's and Fitch Inc. determined the district has extremely strong fiscal management and accountability, based on more than 10 years of maintaining a 6 percent reserve, clean audit and no deficit spending.

Who decides how bond money is spent?
All general obligation bonds are controlled by the Santa Clarita Commmunity College District Board of Trustees.

Who approves construction contracts?
All construction contracts and change orders must be approved by the Board of Trustees in accordance with state law.

Who oversees and approves construction bids?
The Board of Trustees examines all construction bids, and final bids cannot be awarded without its approval. The district bids each part of every project separately, ensuring the highest level of oversight.
