The Santa Clarita Community College District/College of the Canyons is seeking a full-time Talent Acquisition Manager in the Human Resources department.

"BIG PICTURE" RESPONSIBILITY:

Reporting to and under the direction of the Assistant Superintendent/Vice President, Human Resources, the Talent Acquisition Manager is a "working manager" responsible for overseeing the recruitment efforts and practices for the College. The Talent Acquisition Manager devises strategy and recruitment process as well as actual execution of the sourcing and recruiting campaigns. Works independently as well as in a team environment. Performs job analysis, develops new and revises existing class descriptions and performs other duties as assigned.

ESSENTIAL DUTIES:

  1. Oversees implementation of application tracking system and coordination of new employee orientation, including onboarding, required mandatory training for new employees and the exit interview process.
  2. Analyzes relevant data trends to provide insights and set plans to meet hiring goals; connects data to cross-District goals and leads conversations across groups to address broad hiring issues; stays up to date on legal and compliance issues impacting the recruiting function.
  3. Manages and oversees projects to source talent for open positions including classification and compensation studies comparing internally and externally. Creates, reviews and revises job descriptions as appropriate for new and vacant positions.
  4. Recommends and implements process/service enhancements; recommends and approves service agreements for vendors, as needed (e.g., search firms background check companies, Live Scan services, industrial clinic sites, accessibility and security review questionnaires).
  5. Recommends process and workflow improvements (i.e., offer letters/JD review process); standardizes practices and business flows.
  6. Coordinates billing for recruitment services.
  7. Initiates, creates and maintains appropriate reporting including but not limited to monthly new hire reports to VP; open positions report weekly to HR staff and Executive Cabinet.
  8. Conducts and/or consults on specialized background checks for Campus Safety Department (sworn peace officer/personnel) in compliance with POST requirements and regulations (background investigations, pre-employment physicals, psychological evaluations).
  9. Oversees the background process for identified finalists, ensuring all compliance standards are met and candidate meets minimum standards prior to hire.
  10. Reviews and manages pre-adverse, and adverse, documentation and recommends hiring actions.
  11. Partner with other Human Resources staff to solve critical issues, provide information to, or help to mitigate, grievances and/ or inquiries related to hiring practices, develops appropriate trainings, and develops or streamlines processes.
  12. Assists in pre-employment process including coordinating performing reference checks, scheduling background checks or other pre-employment requirements.
  13. Prepares, Interprets salary analyses, EEOC, DEIA, demographic, and new hire reporting.
  14. Assists with EEO Reporting upon request.
  15. Assists with requests for information related to HR/Talent Acquisition.
  16. Serves as an HR designee for meetings, upon request.
  17. Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education:
Successful completion of a Bachelor’s degree from an accredited institution.

Experience:

Four (4) years of full-time equivalent experience in talent acquisition or recruiting with demonstrated success.

DESIRABLE QUALIFICATIONS:

  • HR Certification (PHR, Professional in Human Resources).
  • Experience working in a complex, public sector, academic or HR environment.
  • Extensive experience with project management.
  • Extensive experience with training techniques for search committee members.
  • Knowledge of and experience with collective bargaining as it relates to recruitment and posting requirements.
  • Experience with hiring of special consultants, retired annuitants, and out of state applicants.
  • Experience leading a Talent Acquisition Team in a Higher Education or Public Entity environment is preferred.
  • Experience using PageUp or LinkedIn as a Recruiter and utilizing search firms as needed.

SALARY PLACEMENT:

This 12-month Classified Administrator position will be placed on Range 11 of the Administrator Salary Schedule ($8,639.00 - $11,464.00 per month).

 

 Step placement is based on experience. Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($8,639.00 / $8,769.00 / $8,900.00 per month) of this 20-step salary range. If the Administrator has served at least 75% of a fiscal year in their position, the Administrator will move to the next Step on their Range on July 1st each year, pending a positive performance evaluation.

All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

DISTRICT CLASSIFIED ADMINISTRATOR BENEFITS:

Full-time employees are provided with a diversified employee benefits program that includes sick time, vacation time, discretionary time, medical, dental and vision insurance including dependent coverage, disability and life insurance as well as Section 125 options. These benefits commence on the first of the month following date of hire. Professional development and educational incentive opportunities are provided to all classified administrative employees. 

RETIREMENT: Classified employees contribute to the Public Employees' Retirement System (PERS), a defined benefit retirement plan through the State of California.

PHYSICAL DEMANDS:

Sedentary position requires use of a computer and related equipment for extended periods of time; frequently exerting 10 to 20 pounds of force to move objects; communicating and providing information to others; work outside on all parts of District locations and in varying weather conditions. In the event of an emergency, employees will be relied upon to serve as emergency service workers.

CONDITIONS OF EMPLOYMENT:

  • Successful completion of background fingerprint clearance, pre-employment physical examination (disabilities not related to the physical job will not affect the application process) and TB screening. 
  • Proof of eligibility to work in the United States and signing of loyalty oath per government codes 3100-3109.
