Revenue and Expense Reporting

Proposition 30, the Schools and Local Public Safety Protection Act of 2012, was approved by voters in November 2012. It temporarily raised California state sales and use tax by 0.25 percent for four years, from Jan. 1, 2013 to Dec. 31, 2016, and state income tax on high-income earners for seven years, from Jan. 1, 2012 to Dec. 31, 2018. The income tax increase was extended for 12 years, through 2030, with Proposition 55. If state revenues do not naturally increase from higher property tax, income tax, and sales tax, the state will experience a funding gap as these temporary taxes expire.

2016-17 Annual Financial and Budget Report – The report indicates that $12,292,498 was received by College of the Canyons in 2016-17 as of the 2016-17 Second Principal Apportionment Report and the CCFS311 Annual Actual (2016-17) and Budget (2017-18) Report, and all of this funding was spent on faculty salaries and benefits.

2015-16 Annual Financial and Budget Report – The report indicates that $12,612,180 was received by College of the Canyons in 2015-16 as of the 2015-16 Second Principal Apportionment Report and the CCFS311 Annual Actual (2015-16) and Budget (2016-17) Report, and all of this funding was spent on faculty salaries and benefits.

2014-15 Annual Financial and Budget Report – The report indicates that $13,203,625 was received by College of the Canyons in 2014-15 as of the 2014-15 Second Principal Apportionment Report and the CCFS311 Annual Actual (2014-15) and Budget (2015-16) Report, and all of this funding was spent on faculty salaries and benefits.

2013-14 Annual Financial and Budget Report – The report indicates that $10,362,948 was received by College of the Canyons in 2013-14 as of the 2013-14 Second Principal Apportionment Report and the CCFS311 Annual Actual (2013-14) and Budget (2014-15) Report, and all of this funding was spent on faculty salaries and benefits.

2012-13 Annual Financial and Budget Report – The report indicates that $10,737,815 was received by College of the Canyons in 2012-13 as of the 2012-13 Second Principal Apportionment Report and the CCFS311 Annual Actual (2012-13) and Budget (2013-14) Report, and all of this funding was spent on faculty salaries and benefits.

Background

The goal of Proposition 30 was to stabilize funding for Public Education. Community colleges received significant cuts in fiscal years 2009-10 and 2011-12, which reduced the number of classes College of the Canyons could offer. Passage of Prop 30 allowed the college to avoid another large cut in 2012-13 and receive status-quo funding. Prop 30 also required community colleges to publish on their websites an annual accounting of the money received and how it was spent.
