Flag Flying Protocol

As of 1/3/2025

The following protocol shall be followed for flying flags on Santa Clarita Community College District property in accordance with Board Policy and Administrative Procedure 3905 (Display of Flags).

  1. Manner of Display
    1. Official Flagpoles:
      1. Flags shall be displayed on official flagpoles 24 hours per day and shall be properly illuminated during the hours of darkness.
      2. No other flag or pennant should be placed above the flag of the United States of America. When displaying the flags on a single halyard, the order shall be:
        1. United States of America flag
        2. State of California flag
        3. Commemorative or other flags
      3. When displayed, the POW/MIA flag shall fly directly below, and be no larger than, the United States flag. The California flag will fly below the POW/MIA flag.
      4. At no time will more than three flags be displayed on official flagpoles.
    2. Individual flagstaffs or hanging on a wall
      1. Approved flags may be displayed on individual staffs or hung on a wall provided that when displayed with the United States of America flag, the United States flag should hold a position of superior prominence.
  2. Flags at Half-Staff
    1. When ordered by an authorized government representative, the flag shall be flown at half-staff for the duration identified in the order or:
      1. Thirty (30) days from the death of the President of the United States or a former President.
      2. Ten (10) days from the day of death of the Vice-President, the Chief Justice or a retired Chief Justice, or the Speaker of the House of Representatives.
      3. From the day of death until interment of an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice-President, or the governor of a state, territory, or possession.
      4. On the day of death and the following day for a member of Congress.
    2. On Memorial Day, the flag should be displayed at half-staff until noon only, then raised to the top of the staff.
    3. The flag shall be flown at half-staff on Peace Officers Memorial Day, unless that day is also Armed Forces Day (third Saturday of May).
    4. The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position.
    5. The flag should be again raised to the peak before it is lowered for the day.
  3. Prisoner of War/Missing in Action Flag (POW/MIA)
    1. The POW/MIA flag shall be flown on six national observance days:
      1. National POW/MIA Recognition Day (3rd Friday of September)
      2. Armed Forces Day
      3. Memorial Day
      4. Flag Day
      5. Independence Day
      6. Veterans Day
    2. Should the District be closed on any of the observance days listed above, the POW/MIA flag shall be raised on the last working day prior to the observance day and lowered the first working day after the observance day.
