Flag Flying Protocol
As of 1/3/2025
The following protocol shall be followed for flying flags on Santa Clarita Community College District property in accordance with Board Policy and Administrative Procedure 3905 (Display of Flags).
- Manner of Display
- Official Flagpoles:
- Flags shall be displayed on official flagpoles 24 hours per day and shall be properly illuminated during the hours of darkness.
- No other flag or pennant should be placed above the flag of the United States of America. When displaying the flags on a single halyard, the order shall be:
- United States of America flag
- State of California flag
- Commemorative or other flags
- When displayed, the POW/MIA flag shall fly directly below, and be no larger than, the United States flag. The California flag will fly below the POW/MIA flag.
- At no time will more than three flags be displayed on official flagpoles.
- Individual flagstaffs or hanging on a wall
- Approved flags may be displayed on individual staffs or hung on a wall provided that when displayed with the United States of America flag, the United States flag should hold a position of superior prominence.
- Official Flagpoles:
- Flags at Half-Staff
- When ordered by an authorized government representative, the flag shall be flown at half-staff for the duration identified in the order or:
- Thirty (30) days from the death of the President of the United States or a former President.
- Ten (10) days from the day of death of the Vice-President, the Chief Justice or a retired Chief Justice, or the Speaker of the House of Representatives.
- From the day of death until interment of an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice-President, or the governor of a state, territory, or possession.
- On the day of death and the following day for a member of Congress.
- On Memorial Day, the flag should be displayed at half-staff until noon only, then raised to the top of the staff.
- The flag shall be flown at half-staff on Peace Officers Memorial Day, unless that day is also Armed Forces Day (third Saturday of May).
- The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position.
- The flag should be again raised to the peak before it is lowered for the day.
- When ordered by an authorized government representative, the flag shall be flown at half-staff for the duration identified in the order or:
- Prisoner of War/Missing in Action Flag (POW/MIA)
- The POW/MIA flag shall be flown on six national observance days:
- National POW/MIA Recognition Day (3rd Friday of September)
- Armed Forces Day
- Memorial Day
- Flag Day
- Independence Day
- Veterans Day
- Should the District be closed on any of the observance days listed above, the POW/MIA flag shall be raised on the last working day prior to the observance day and lowered the first working day after the observance day.
