The Santa Clarita Community College District/College of the Canyons is seeking a full time Assistant Superintendent/Vice President, Student Services. The ideal candidate is a leader possessing a strong grounding in academic and student services programs and a thorough understanding of the primary mission of the community college, as well as supporting our college’s commitment to educating the more than 32,000 racially and socioeconomically diverse students we enroll each year.  Currently, our student body is approximately 45.4% Latino/Hispanic, 32.2% White, 6.3% Asian, 5.5% African-American, 4.5% Pacific Islander, 2% multi-ethnic, and less than 1% Native American. The college was designated a Hispanic Serving Institution in 2015, reflecting our focus on enhancing the educational attainment and economic well-being of the community we proudly serve.  As a 2018 and 2019 Champion of Higher Education award recipient, ranked number one in Los Angeles County during 2019 for best two-year colleges for adult learners, one of the top transfer institutions in Los Angeles County, as well as one of 20 community colleges in the state selected for the California Guided Pathways Project, we are focused on enhancing equity and implementing policies and practices that help all students achieve successful academic outcomes while fostering a culture of completion, transfer, and job preparation.

 

"BIG PICTURE" RESPONSIBILITY:

Under administrative direction of the Chief Executive Officer, the Assistant Superintendent /Vice President, Student Services / is responsible for planning, designing, organizing, implementing, and managing District-wide student services programs and services that are welcoming, efficient, and promote student success. This position provides leadership to the District Pathways efforts, student equity efforts, and endeavors that enhance the lives of our students.

The Assistant Superintendent/Vice President, Student Services is expected to provide strategic direction and oversight for a wide-range of programs, activities and services within the Division of Student Services. Such services are expected to support and promote the personal and intellectual development of students, enhance student retention and persistence and enhance the overall academic community.  This Assistant Superintendent/Vice President is expected to be aware of emergent circumstances, both within the campus and in the community, and to design programs and responses that are flexible and effective. It is expected that the Assistant Superintendent/Vice President will initiate programs and partnerships that integrate academic, civic, and community life, interpreting and responding to student concerns, as well as representing students to the campus and Santa Clarita communities.

ESSENTIAL DUTIES:

JOB CHARACTERISTICS

Assistant Superintendent/Vice President, Student Services serves as a line manager for the Chief Executive Officer and as a member of the Executive Cabinet, with broad authority to establish criteria, formulate projects, assess program effectiveness and design and implement programs, which affect a wide range of District educational activities and operations. This position serves as supervisor of record for assigned Associate Vice Presidents, deans, other educational administrators, classified supervisors, and classified support staff members.

REPRESENTATIVE DUTIES – As a flexible and innovative college, the duties and major emphasis of this senior executive position may change depending on internal and external conditions. Moreover, the Assistant Superintendent /Vice President, Student Services is expected to act independently with little direction toward the improvement of student life, student success, and District priorities.

ADMINISTRATIVE OVERSIGHT

  1. Direct and oversee all operations of district Student Services including supervising academic administrators, classified managers, faculty, and classified staff.  Student Services areas include Admissions and Records, Enrollment Services, Student Business Office, Non-Credit, Career Services, Job Development and Placement, Volunteers and Student Employment, Student Conduct, Financial Aid, Disability Support Services, Health Services, Food Pantry (BaNC), Campus Life, Student Government, Counseling, Retention and Completion Support Services, International Services Program, Veterans, Equity Programs such as EOPS, CalWorks, Foster Youth, Athletics, Campus Safety, and others as assigned. 
  2. Direct and oversee dual enrollment registration processes, including collaborating with Academic Affairs in the oversight for CCAP and concurrent enrollment offerings. Oversee the collaboration with local high school districts. Create and maintain a College Going Culture.
  3. Collaborate with instruction and other partners in the development of integrated academic and student support services. 
  4. Assure assigned programs comply with applicable Federal, State, and local regulations, policies, and procedures. 
  5. Develop strategies to establish and further promote equity and inclusion.
  6. Administer and promote division services development and revision with faculty and staff to respond to student and community needs, including establishment and implementation of student learning outcomes. Ensures currency and responsiveness to student and community needs, and coordination with other departments on campus. Ensures assessment and analysis of learning outcome measures. 
  7. Collaborate with community agencies in the development of partnerships to further academic and student support services. 
  8. Participate in and provide leadership to several personnel related processes for the division including hiring, orienting, scheduling, and evaluating faculty and staff. Ensures compliance with AB 1725, Education Code, Title V, collective bargaining agreements, college policies, and accreditation rules and regulations. Approves, implements, maintains, and monitors employee assignments within the division. Promotes, encourages, and provides opportunities for staff development and participation in community outreach activities. 
  9. Administer federal, state and district mandated operational guidelines, policies and procedures related to each Student Services area. Interpret these regulations to students, faculty, staff, and administration.
  10. Provide Student Services input and direction to college publications including the catalog and schedule of classes.

STUDENT SUCCESS

  1. Develop and maintain relationships with regional educational institutions, local business, and community supporters. Assists faculty in fundraising activities designed to enhance the overall program. 
  2. Provide leadership to the divisions Pathways plan. 
  3. Supervise and provide leadership to Student Services programs related to retention, persistence, and success of students.
  4. Work cooperatively with the Dean, Student Services on student discipline and grievance issues and takes responsibility for assigned conduct cases.
  5. Chair the Grade Grievance Committee.
  6. Assist with Student Services celebratory and professional development activities. 
  7. Provide for the administration of student discipline and student due process, including the adjudication of student conduct cases.
  8. Oversee the administration of the college’s graduation ceremony, honors, and scholarships.
  9. Serve as one of the District’s Title IX officers.

ASSISTANT SUPERINTENDENT DUTIES

  1. Serve as a District Representative on local community and statewide organizations, events and meetings, and professional organizations outside of standard business hours.
  2. Participate in professional development opportunities, and models continuous learning and improvement.
  3. Assist faculty in the development of advisory committees and provides guidance in working with advisory committees. 
  4. Represent Student Services in such college-wide processes as professional development, budget development and monitoring, and preparation of facility requests and work orders as appropriate.
  5. Communicate effectively with District managers, faculty and other staff, external public agency representatives, private company representatives, and the general public to ascertain and meet District and community educational needs in accordance with District mission and goals.  
  6. Maintain positive relationships with K-12 partners, regional higher educational institutions, and relevant California Community Colleges Chancellor’s Office (CCCCO) personnel.
  7. Work closely with the Public Information Office to promote and market the programs and services within the division. Works collaboratively with the Office of Instruction, relevant programs and faculty to establish partnerships and linkages to business, industry and community organizations and other educational institutions in the procurement of internship opportunities to identify emerging skills and trends.

SUPERVISION

  1. Interpret provisions of the collective bargaining agreements and management/faculty handbooks and contracts, as appropriate.
  2. Supervise and evaluate the Student Services Division management and classified support staff, conduct meetings to enhance District Student Services Programs and Services.
  3. Lead the innovation and continual improvement of the College’s support programs through effective communication, overseeing program planning and systematic program reviews. Seizes and makes the most of opportunities to support and enhance the division and build bridges within the college and in the larger community. Recommends changes to maintain relevance of division programs.
  4. Work closely with College services such as financial aid, tutoring, counseling and other programs and services for students. Interprets Enrollment Services requirements and objectives to other college departments.
  5. Supervise, coordinate, and evaluate the performance of assigned personnel; participates in the screening and recommendation of applicants for positions in areas of responsibility.

PLANNING/BUDGETING

  1. Participate in the development and maintenance of a long-range District education and facilities master plan and the five-year strategic plan.
  2. Develop and participate in District planning processes to assure articulation between educational planning goals and objectives and those of other District organizational units.
  3. Develop, prepare, and administer annual and long-range plans in conjunction with District budget development and program management efforts.
  4. Follow categorical regulations as they apply to budgeting restrictions.
  5. Recommend new or revised systems, methods, programs, and procedures to improve efficiency and effectiveness of District student services programs and services, and that further support the District’s initiatives related to student success and the elimination of equity gaps. 
  6. Research and submit and/or oversee research and submission of grant applications/proposals, as appropriate, to augment resources for District student services and Informational Technology programs and services.
  7. Develop, with input from faculty and staff, the strategic plan for the Division. Plans and communicates both the short-term and long-term goals and objectives for the division and provides the support necessary to achieve those goals.
  8. Plan, develop, and oversee the administration of division budgets and expenditures.  Strategically allocates resources to support division needs. Ensures the proper execution of grant and contract funds by assisting with planning, implementing grant budgets and ensuring reports are prepared in a timely manner for local, state and federal grants.
  9. Works closely with the Institutional Research Department to conduct needs analyses, market surveys and other research to redesign and/or update existing services and to identify viable and sustainable courses, programs and majors applicable to the division that are not currently offered. Works collaboratively with deans, department chairs, faculty and other relevant staff and external agencies to implement current and high-quality programs into the curriculum and schedule of classes.
  10. Serve on relevant campus-wide committees which may include: enrollment management, student learning outcomes, program advisory groups such as the College Planning Team, Management Advisory Council and others as required.  Attends Instructional Division meetings as needed, and participates in relevant professional organizations. 
  11. Provide oversight and direction to the planning, implementation, maintenance and evaluation of technology services as required to perform student services functions in an efficient and effective manner.

FINANCIAL MANAGEMENT

  1. Allocate and/or assist in allocation of financial resources to accomplish the District educational mission and goals.
  2. Analyze and/or assist in analysis of financial data and recommend optimal use of District educational resources.
  3. Assist in determining strategies to assure optimal return on allocations of District educational funding. 
  4. Assist in determining sources of revenue and making projections relative to apportionment, demographics, and other revenue factors.

REPORTING

  1. Provide reports to the Chancellor on assigned topics, as requested.
  2. Analyze and/or oversee analysis of data to prepare and/or oversee preparation of clear and concise reports necessary for efficient and effective management and operation of District Student Services.
  3. Prepare and submit reports to the California Community Colleges Chancellor's Office (CCCCO) and outside agencies as required. 
  4. Ensure that all required Federal and state reporting, such as the Clery report, and the EADA report, are accurate and timely.

MINIMUM QUALIFICATIONS:

(Requirements 1 and 2 must be met in order to qualify for the position):

  1. Possession of a master’s degree or higher from an accredited college or university.  Doctorate or Ph.D. in educational leadership preferred.  (See our website for evaluation requirements for units and degrees earned at foreign institutions); and
  1. A minimum of four (4) years of increasingly responsible experience as an upper-level administrator, managing Student Services programs at a community college or other institution of higher education. Upper-level administrative experience equivalent to a Community College District or University level Dean over multiple departments, divisions, and functions, Provost, Associate Vice President, or higher level position. 

DESIRABLE QUALIFICATIONS:

  1. Experienced advocate for students, who has led a responsive and flexible student services team with a strong emphasis on diversity, equity and inclusion. Clear understanding of, and sensitivity to the diverse academic, socio-economic, racial, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  2. Demonstrated track record of initiating successful external partnerships directly benefitting students with issues such as homelessness, food insecurity, mental health issues, Veteran’s benefits, and internships/employment.
  3. District or University level experience with policy development, advocacy, negotiations, budgeting and strategic planning.

SALARY PLACEMENT

This educational administrator position will be placed on Range 24 of the Administrator Salary Schedule. Step placement is based on experience. All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

PHYSICAL DEMANDS

Sedentary position requires use of a computer and related equipment for extended periods of time; frequently exerting 10 to 20 pounds of force to move objects; communicating and providing information to others; work outside on all parts of the campus and in varying weather conditions. In the event of an emergency, employees will be relied upon to serve as emergency service workers.
