The Santa Clarita Community College District/College of the Canyons is seeking a full time Assistant Superintendent/Vice President, Instruction. The ideal candidate is a leader in growing, developing, and aligning educational programming in response to student and community needs, as well as supporting our college’s commitment to educating the more than 32,000 racially and socioeconomically diverse students we enroll each year. Currently, our student body is approximately 45.4% Latinx/Hispanic, 32.2% White, 6.3% Asian, 5.5% African-American, 4.5% Pacific Islander, 2% multi-ethnic, and less than 1% Native American. The college was designated a Hispanic Serving Institution in 2015, reflecting our focus on enhancing the educational attainment and economic well-being of the community we proudly serve. As one of 20 community colleges in the state selected for the California Guided Pathways Project, we are focused on enhancing equity and implementing policies and practices that help all students achieve successful academic outcomes while fostering a culture of completion, transfer, and job preparation.

Position Description:

The Assistant Superintendent/Vice President of Instruction reports to the District Chancellor and serves as the Chief Instructional Officer for the District. This position:

  • Leads the overall design, organization, delivery, supervision, evaluation, and fiscal management of the educational programming of the District;
  • Provides collaborative and decisive leadership, motivation, and direction for teaching excellence and student learning to promote academic success;
  • Builds bridges with the College, its faculty and staff in order to respond to the educational needs of students and the community at large;
  • Assures academic excellence in both ongoing and developing educational programs;
  • Supervises administrative team, faculty and staff within a broad framework of standard policies and procedures;
  • Develops partnerships with business, industry, government, schools, colleges and other agencies to plan and implement the highest quality and currency in educational programs; and
  • Ensures compliance with local, state, and federal laws and regulations.

The Assistant Superintendent/Vice President, Instruction is a highly visible, executive leadership position that represents the college at the local, state, and national levels. Within the scope of this position, new components may be added or deleted based on district and/or community needs.

Minimum Requirements:

Education:

Possession of a master’s degree from an accredited college or university. Doctorate or Ph.D. in educational leadership preferred. (See our website for evaluation requirements for units and degrees earned at foreign institutions); AND

Experience:

Possession of a minimum of six (6) full-time equivalent years of successful leadership experience as a senior administrator at an institution of higher education. 

Desirable Qualifications:

  • Possession of a Ph.D. or Doctorate degree in educational leadership;
  • Experience teaching at the college of university level; community college teaching experience preferred;
  • Experience in the negotiations process;
  • Experience with both academic and occupational education programs in public education;
  • Experience with a variety of delivery methods of instruction including distance education;
  • Supports and promotes the use of Online Educational Resources (OER) on campus;
  • Experience setting up college centers/ancillary instructional centers;
  • Demonstrated experience providing leadership to the development of instructional and administrative programs in a line position;
  • Demonstrated experience writing and obtaining grants and generating substantive external resources for the institution;
  • Experience developing, initiating, and implementing enrollment management strategies that have increased enrollment and met established FTES targets;
  • Experience representing and advocating for the district by providing leadership at the community, regional, state and federal levels;
  • Experience working cooperatively and developing partnerships with business, industry, government, schools and colleges and other agencies in the planning and implementation of educational programs as well as efforts to meet other agencies’ needs;
  • Experience analyzing issues and preparing complex board agenda items as well as substantial interaction with the Chancellor of the district;
  • Experience working with multiple agencies, community groups and academic departments to initiate and implement programming for POST certified organizations, performing arts venues, and/or customized job training systems; and
  • Experience providing leadership to college-wide budgeting and planning efforts.

Demonstrated Knowledge & Abilities:

  • Knowledge of the mission of California Community Colleges;
  • Understanding of the curriculum process and ability to develop and implement credit and not-for-credit programs;
  • Knowledge of teaching and learning strategies and experience in evaluation of those strategies;
  • A track record of being innovative in planning, developing and producing quality instruction and student services delivered via technology;
  • Ability to relate will and work effectively with students, faculty, staff and business and industry representatives of diverse backgrounds to achieve the college’s strategic goal of being an entrepreneurial college;

Salary Placement:

This twelve (12) month per year position will be on an individual contract.  Salary placement will be Range 24 of the Administrative Salary Schedule. Initial salary placement will be based on education and experience. An excellent benefit package, including medical, vision, dental, life and Section 125 is offered.

Physical Characteristics:

Position is a stationary position and requires use of a computer for extended periods of time plus frequent periods of movement from one area to another, which may include traversing to different floors of a building; operating a computer and related equipment; communicating and providing information to others; working with various materials and objects; frequently exert 10 to 20 pounds of force to move objects; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site. In the event of an emergency, employees will be relied upon to serve as emergency workers.

 

Essential Duties:

The Assistant Superintendent/Vice President, Instruction reports directly to the District Chancellor and serves collaboratively as part of the Chancellor’s Executive Cabinet. The essential duties include the following:

  • Serves as Chief Instructional Officer of the College and an advisor to the Chancellor.  Supports the Chancellor in providing leadership to the development and coordination of the mission, goals and objectives of the College.  Provides strategic vision, policy analysis, and organizational support to instructional programs and services and sets the tone for advancing the economic growth and global competitiveness of the District through education, innovative collaborations, training and services, and strategic business partnerships.
  • Leads, analyzes, anticipates, and envisions the needs of the district from a district-level perspective. Exercises sound judgment, makes decisions, and solves problems quickly based on experience, alternatives, research and information as well as how one decision influences and impacts another outcome.
  • Establishes and effectively communicates goals and action priorities that support the District’s mission and learning objectives. Inspires and encourages innovation in teaching and learning.
  • Administers the overall design, organization, delivery, supervision, evaluation, and fiscal management of District’s instructional programs (credit, non-credit, not-for credit) in accordance with established philosophy and policies. Coordinates and analyzes the effective integration of program design while maintaining fiscal efficiency.
  • Promotes and ensures high quality instructional programs and services consistent with accreditation standards and best practices. Leads the development, planning, designing, implementation, and continuous refinement of the District's instructional offerings. Ensures appropriate instructional facilities and instructional equipment and technology.
  • Strategically initiates long-range planning for the District’s educational master plan that supports the needs of the community. Ensures that instructional programs, activities, and opportunities are current, responsive, balanced, innovative, and effective in the areas of general, transfer, vocational, and developmental education, including non-traditional programs and courses as well as basic skills and workforce initiatives. Directs and approves the preparation and revision of the college catalog, class schedules, and faculty handbook.
  • Serves as the district’s accreditation liaison officer. Ensures that action plans and program review processes for academic and instructional support programs are completed and evaluated in a thorough and timely manner and those results are integrated into the strategic staffing, facilities and budgetary planning processes of the district.
  • Leads and inspires vision to curriculum development for the District. Leads and directs systematic processes for evaluating curriculum adequacy and effectiveness. Facilitates the development of new programs, courses, and curriculum revisions in conjunction with academic deans and directors. Initiates feasibility studies and the development of new curriculum areas that are clearly derived from student and community needs.
  • Provides leadership in building and maintaining articulation and collaborative activities with other institutions (K12 and higher education), public agencies and boards, as well as with business and industry. Develops partnerships with community organizations that support the College’s mission and goals.
  • Initiates, researches and develops enrollment management strategies. Works with Instructional and Non-Instructional Deans to allocate teaching units, maximization of Weekly Student Contact Hours, and balancing general education, basic skills, transfer, adult and vocational education. Provides instructional support of the enrollment management process by ensuring the College provides coursework that meets the needs of students and within budget and staffing limitations.
  • Matches needs for learning and training needed to enhance effective strategies. Closes the gaps between “what is” and what “could be.”
  • Leads, supervises, develops, and supports instructional administrators and staff through appropriate hiring, evaluation, retention, and succession management. Sets expectations for performance and standards of excellence consistent with established district goals and objectives.
  • Understands and is committed to serving our diverse student population and ensuring equity and inclusion in our instructional program offerings and diversifying faculty demographics.
  • Collaborates with the Public Information Office and Student Services to promote and market the instructional programs within the division and to ensure effective marketing and outreach efforts are successful.
  • Prepares and submits to the Chancellor for approval a comprehensive budget for the instructional operating budgets, including categorical and general fund instructional programs. Administers the budget and authorizes the expenditure of funds from established allocations.
  • Understands funding models and directs budget development with academic deans and directors. Prioritizes budgets as they relate to needs of divisions and services to support the goals of the District and assures fiscal accountability. Provides leadership and supports development of creative and ethical alternative funding sources. Coordinates grant-funded projects for instructional programs for special purposes and/or populations.
  • Develops, implements, and evaluates action plans and program reviews related to goals and objectives. Compiles annual reports of accomplishments. Oversees and ensures coordination and effective utilization of district facilities and provides the leadership in master planning for district instructional facilities.
  • Plans, implements, and evaluates change in consultation with staff recommendations regarding policy, goals and objectives for educational and support services programs; develops and administers procedures for implementation and evaluation.

Institutional Development

  • Assists in the assessment of data related to instruction and student services and assumes responsibility for the preparation and submission of reports required by local, state and federal agencies. Establishes and maintains relationships, provides leadership and coordination with the California Community College Chancellor’s Office in matters related to instruction.
  • Reviews and assists in developing and revising reports, questionnaires and surveys concerning the educational programs and the financial resources of assigned programs and services. Assures that human and financial resources are allocated efficiently and effectively. Directs the timely and accurate preparation of records, reports, summaries and projections of data related to instructional services, funding and implementation of short- and long-range plans.
  • Provides leadership to the preparation of applications for federal and state grants and generates substantive resources for the institution through development of partnership opportunities with business and community agencies, other college districts, state and federal agencies.
  • Builds relationships with COC Faculty Association (COCFA), American Federation of Teachers (AFT) and California School Employees Association (CSEA) while ensuring the implementation of collective bargaining and contract administration. Assists in the preparation of proposals for negotiations, serves on District negotiating teams as needed, and ensures compliance with collective bargaining agreements.  Serves as primary liaison administrative officer with the Academic Senate, COCFA and AFT.
  • Ensures compliance with state regulations, Education Code, Board policies and procedures. Initiates recommendations of revisions to, and provides leadership in the development of, those policies and procedures related to the educational programming of the District. Assists in developing new or revised policies and formulating strategies to improve the performance and function of the District and College.  Assures that the highest legal and ethical standards are maintained and clearly communicated to subordinate personnel.  Works with legal counsel for issue interpretation, advice and/or action as needed.
  • Ensures the implementation of evaluation processes for academic personnel consistent with negotiated agreements and District policies and procedures. Assists the Human Resources Office in recruitment, hiring and orientation of staff. Supervises procedures for contracting, promotions, and salary increments for instructional personnel. Leads the orientation of new full and part-time faculty and directs the update of faculty manuals.
  • Works collegially with collegial consultation committees and all college personnel and constituencies in accordance with board policies and collective bargaining agreements of the district.
  • Assists in resolving faculty, staff and student grievances and complaints in accordance with board policy.
  • Works cooperatively and provides leadership to the development of partnerships with business, industry, government, schools and colleges and other agencies in the planning and implementation of educational and student support programs. Initiates and fosters successful business relationships with other educational entities, public and private sector agencies and the community at large.
  • Represents the college in economic development and community-based partnerships, working closely with community leaders and business and industry groups to maintain and enhance the role the college plays in the economic development of the community.  Attends a variety of meetings, special events and collaborative initiatives as opportunities present themselves or are created by the Vice President of Instruction.
  • Advocates for the district. Serves as liaison with the Chancellor’s Office and with the California Postsecondary Education Commission in instructional, curriculum, and other educational matters. Represents the district to local, State and federal governmental bodies and agencies involved in creating, developing, modifying and evaluating instructional programs and services for community college students; represents the district to the community including other educational institutions, business interests and service organizations.
  • Represents the District on regional and state committees. Directs and participates in the efforts and activities of assigned committees, task forces and work groups. Delegates responsibility to subordinates for representing the district’s interests in the local community and at State or national meetings.  Reviews and evaluates information, factual summaries and recommendations from work groups and team leaders.
  • Learns and maintains current knowledge of State and Federal laws and regulations related to education. Ensures District compliance with laws and statutes affecting the District’s educational program. Analyzes and interprets pending or current legislation impacting instructional programs and/or funding and recommends policy changes as appropriate. Assists in lobbying activities on behalf of the District. 
  • Serves as a member of the Foundation Board of Directors. Develops relationships and resources with the district community to support the Foundation’s mission and fund-raising efforts.
  • Serves as District Representative on local community and statewide organizations, events and meetings, and professional organizations outside of standard business hours. Participates in professional development opportunities, and models continuous learning and improvement.
  • Serves on relevant campus-wide committees including College Planning Team, Management Advisory Council, President’s Advisory Council on Budget, College Policy Council, Enrollment Management Team and Facilities Master Planning Taskforce and others as required.
  • Makes written and oral presentations on behalf of the District.
  • Serves as a member of the District’s Incident Command Team, including serving as night administrator on a rotational basis in addition to other required training, per established procedures.
  • Performs other related duties as assigned.
