The Santa Clarita Community College District/College of the Canyons is seeking a full time Director, Online Education. The ideal candidate is a leader possessing a strong grounding in academic and student services programs and a thorough understanding of the primary mission of the community college, as well as supporting our college’s commitment to educating the more than 32,000 racially and socioeconomically diverse students we enroll each year. Currently, our student body is approximately 45.4% Latinx/Hispanic, 32.2% White, 6.3% Asian, 5.5% African-American, 4.5% Pacific Islander, 2% multi-ethnic, and less than 1% Native American. The college was designated a Hispanic Serving Institution in 2015, reflecting our focus on enhancing the educational attainment and economic well-being of the community we proudly serve. As one of 20 community colleges in the state selected for the California Guided Pathways Project, we are focused on enhancing equity and implementing policies and practices that help all students achieve successful academic outcomes while fostering a culture of completion, transfer, and job preparation.

"BIG PICTURE" RESPONSIBILITY:

Under the direction of the Dean, Education Technology, Learning Resources, and Distance Education, the Director of Online Education creates and implements a strategic distance learning plan for the District. The Director supervises distance learning formats, including online, hybrid, correspondence, accelerated, and other delivery formats as technology evolves. Coordinates initiatives promoting affordability and equity of instructional materials, including OER, ZTC, and LTC. Supervises daily operations of the Online Education Department and manages the design and delivery of training for faculty on distance learning applications and teaching strategies. Develops, manages, and exercises oversight over grants and external funding opportunities. Performs other related duties as assigned.

ENTER ESSENTIAL DUTIES:

  1. Designs, recommends, and implements a strategic online education plan through research and data analyses of enrollment issues, trends, and models, designed to support consistent enrollment growth, increased student success, and reduced equity gaps.
  2. Manages the daily operations of the Online Education Department in accordance with District policies, legal requirements, and sound educational principles and practices. Areas of assignment include online, hybrid, correspondence, accelerated, and other formats as technology evolves.
  3. Designs, develops, and delivers training for faculty that is both current and forward-thinking. Leads development and implementation of online and hybrid instructor certification, in support of student outcomes and enrollment management, and in collaboration with the Academic Senate and Instruction Office. Collaborates with Center for Excellence in Teaching & Learning to develop training content.
  4. Compiles, analyses, interprets, and presents data to various stakeholders, including instructional deans, department chairs, and faculty, to support strategic enrollment management strategies, assist with forecasting, and support achievement of learning outcomes.
  5. Coordinates with PIO and other relevant campus stakeholders to produce a comprehensive, effective, and efficient marketing and outreach plan for online education and ZTC pathways, including the development and implementation of social media strategies, digital promotions, and traditional promotions.
  6. Implements relevant policies and procedures necessary for compliance with accreditation standards, Title 5, Education Code and other external requirements pertaining to areas of responsibility. Pro-actively maintains currency with developing external regulations and standards.
  7. Develops ZTC and alternative format pathways, in collaboration with instructional deans, department chairs, enrollment services, and instruction. Coordinates initiatives promoting affordability and equity of instructional materials, including OER, ZTC, and LTC.
  8. Supports Instruction Office with online asynchronous delivery for Instructional Service Agreements and other external partnerships.
  9. Manages OER adoption, adaptation, and authorship with faculty, staff and external consultants. Collaborates with PIO and other stakeholders to increase external adoption and recognition of the College’s OER initiative.
  10. Maintains currency, conducting independent research, initiating product and platform reviews, and developing consensus with relevant stakeholders to innovate the delivery of instruction supported by educational technology.
  11. In collaboration with MIS and Enrollment Services, initiates changes and updates to schedule of classes and registration processes to promote ease of use by students, maximize enrollment management, and awareness of specialized delivery formats.
  12. Directs annual evaluation of assigned programs, prepares and disseminates statistical reports documenting program results, and prepares and implements program improvements. Collaborates with Institutional Research to achieve these objectives.
  13. Serves as administrative co-chair of the Educational Technology Committee, with a mission to introduce, evaluate, and integrate educational technologies in support of excellence in teaching and learning in all delivery formats. Collaborates on relevant issues with the Technology Committee and Academic Senate.
  14. Serves as single point of contact with the Online Education Initiative and other relevant statewide organizations. Initiates and implements agreements, memoranda of understanding, and contracts for relevant programs and services.
  15. Coordinates with IT to align technology needs of students and faculty. Ensures currency of the Learning Management System, through on-going research and evaluation of tools, participation in professional networks, and feedback from users.
  16. Serves as primary point of contact for student complaints beyond general troubleshooting issues with distance learning courses.
  17. Supports development of the class schedule, in collaboration with relevant deans and departments to meet the needs of students and District requirements. Exercises oversight to catalog information relevant to department programs.
  18. Coordinates with the Instruction Office and Curriculum Specialist to ensure currency of catalog and curriculum inventory of Distance Learning Addenda.
  19. Initiates and develops new programs and delivery formats in response to needs of students, business, industry, community organizations and other educational institutions.
  20. Advocates throughout the district for support of distance learning. Collaborates with Computer Support Services, Admissions & Records, Counseling, The Learning Center, Library, CETL, and other relevant departments to address the needs of distance learning students and faculty.
  21. Develops program plans and budgets, monitors assigned program budgets and initiates special funding Plans, manages, and supervises the implementation of work plans for grants.
  22. Hires, supervises, trains, evaluates and provides leadership for assigned classified, short- term (hourly), college assistant employees, and external consultants.
  23. Assists with hiring processes and orientation processes for new full and part-time faculty.
  24. Administers and implements District policies, procedures, regulations.
  25. Performs other related duties as assigned.

Learning Center

MINIMUM QUALIFICATIONS:

Experience:

Two (2) years of full-time equivalent experience in the implementation of Distance Learning programs.

Education:

Master’s degree from an accredited institution is required.

DESIRABLE QUALIFICATIONS:

  • Teaching experience in a variety of delivery modes and scheduling formats.
  • Experience in developing guidelines and practices for improving instructional programs.
  • Experience in innovative planning, development of instructional programs using a variety of delivery modes.
  • Experience in video production, digital photography and streaming video.
  • Experience in implementing universal design and accessibility.
  • Experience in implementing online education programs in a community college or other post-secondary educational institution.
  • Demonstrated commitment to reducing equity gaps for traditionally under-resourced populations.
  • A work history that indicates success in leading, innovating, initiating and getting results.

DEMONSTRATED KNOWLEDGE AND ABILITIES:

  • Ability to independently maintain currency in educational technology, distance learning, and related fields;
  • Knowledge of media software and media creation processess;
  • Ability to capture video from various sources and encode to set standards for web delivery;
  • Knowledge of and ability to develop captioning and transcription of video and animation content. Development using animation applications;
  • Knowledge of video production, digital photography and streaming video;
  • Knowledge of the mission of California Community Colleges;
  • Understanding of the curriculum process and ability to develop curriculum;
  • Knowledge of teaching and learning strategies and experience in evaluation of those strategies;
  • A track record of being innovative in planning, developing, and producing quality instruction and student services delivered via technology;
  • Ability to relate well and work effectively with students, faculty, staff, and business and industry representatives of diverse backgrounds to achieve the college’s strategic goal of being an entrepreneurial college;

SALARY PLACEMENT

This twelve (12) month per year position will be on an individual contract. This educational administrator position will be placed on Range 15 of the Administrator Salary Schedule. Step placement is based on experience. All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

PHYSICAL DEMANDS

Position is a stationary position and requires use of a computer for extended periods of time plus frequent periods of movement from one area to another, which may include traversing to different floors of a building; operating a computer and related equipment; communicating and providing information to others; working with various materials and objects; frequently exert 10 to 20 pounds of force to move objects; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site. In the event of an emergency, employees will be relied upon to serve as emergency workers.
