The Santa Clarita Community College District/College of the Canyons is seeking an full-time Director, EOP/CARE, CalWORKs, and INSPIRTE/NextUp in the Student Services division.

"Big Picture" Responsibility:

Under the direction of the Associate Vice President of Student Services, the Director, EOPS/CARE, CalWORKs and INSPIRE/NextUp is responsible for the day-to-day management, supervision and coordination of all programs and services provided to students served by the EOPS/CARE, CalWORKs and INSPIRE/NextUp (foster youth and formerly foster youth) programs and all related records and reports and other duties that may be assigned including counseling, educational peer advising, financial aid, tutoring, program application, book services; coordinates and directs communications, services, resources, and information to meet student needs and ensure smooth and efficient program activities; coordinates assigned activities with other District divisions and departments, officials, and outside agencies; provides highly responsible and complex professional assistance to the Associate Vice President, Student Services in areas of expertise; and performs related work as required.

Supervision Received and Exercised:

Is provided administrative direction and leadership by the Associate Vice President of Student Services. Manages, supervises, coordinates, and leads the professional, technical, and administrative support staff of the EOPS/CARE, CalWORKs and INSPIRE/NextUp programs.

Essential Duties:

  1. Plans, organizes, and implements programs and services for EOPS/CARE, CalWORKs and INSPIRE/NextUp students, and the goals, objectives, and program policies, procedures and work standards. Facilitates communications about departmental activities, events, deadlines, and timelines.
  2. Manages, supervises and coordinates day-to-day operations of all EOPS/CARE, CalWORKs and INSPIRE/NextUp programs, services, and activities, including recruitment and outreach, orientation, assessment, counseling and advisement, financial aid, tutorials and special workshops, transfer assistance, educational plans, grants, book vouchers, supplies, club activities, priority registration, letters of recommendation, scholarships, crisis intervention, legal assistance, case management, single parent workshops, award ceremonies, bus passes, and subsidized meal cards.
  3. Responsible for timely and accurate preparation, submission and coordination of all grant reports for EOPS/CARE, CalWORKs and INSPIRE/NextUp consistent with the State Chancellors Office, County of Los Angeles, other funders, and District Policies, and responsible for seeking additional and alternative funding for the program and activities.
  4. Coordinates and participates in the development and administration of the programmatic budgets and related grants; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approval of expenditures; directs and implements adjustments as necessary. Manages other grants, funding requirements, and deadlines as assigned.
  5. Participates in interviews and the selection of, and coordinates the onboarding, training, and evaluating of, all EOPS/CARE, CalWORKs and INSPIRE/NextUp personnel, including certificated and classified staff, temporary staff and college assistants, according to established policies and procedures.
  6. Provides leadership in the development and achievements of annual goals and objectives for the EOPS/CARE, CalWORKs and INSPIRE/NextUp programs by developing, reviewing, and implementing systems, standards, programs, policies and procedures to meet legal requirements and District needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  7. Complies with Federal, State, County, and District regulations and policies as they pertain to the EOPS/CARE, CalWORKs and INSPIRE/NextUp programs and other grant programs. Monitors changes in laws, regulations, and technology that may affect District or departmental operations; implements policy and procedural changes as required.
  8. Develops job opportunities for students. Serves as a liaison to community organizations, businesses and industry to promote the CalWORKs program. Assists CalWORKs students, through job development and placement, to enter the workforce at the highest level possible, leading to increased self-sufficiency and individual growth.
  9. Works closely with the County of Los Angeles GAIN office to ensure compliance with State, Federal TANF (Temporary Aid to Needy Families) regulations, and County of Los Angeles requirements. Attends monthly required County meetings.
  10. Works closely with college programs including, but not limited to Tutoring, Career Services, Transfer Center, Counseling, Admissions, Academic Accommodations Center in the development and implementation of a networked system of support and services for educational effectiveness and operational efficiency; ensures the enhancement of student access to EOPS/CARE, CalWORKs and INSPIRE/NextUp services, including coordinating and directing the intake, eligibility, and student application functions; plans and supervises the EOPS/CARE, CalWORKs and INSPIRE/NextUp summer orientation programs.
  11. Works cooperatively with Financial Aid Office in providing aid for eligible students.
  12. Maintains and encourages effective communication with EOPS/CARE, CalWORKs and INSPIRE/ INSPIRE/NextUp staff by holding regular staff meetings; provides information to staff about issues, programs and practices affecting the College and the programs.
  13. Directs and participates in the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to departmental services, students, projects, programs, personnel, financial activities, and assigned duties; ensures mandated reports are submitted to appropriated governmental agencies according to established timelines.
  14. Attends and participates in professional group meetings, including required monthly, quarterly or annual meetings for EOPS/CARE, CalWORKs and INSPIRE/NextUp at the State and County level, and various District committees, advisory groups, and regular meetings of the Student Services division and managers.
  15. Ensures the validity of student eligibility for CalWORKs students through the county GAIN system, regularly contacts County GAIN office to ensure information and services to CalWORKs students.
  16. Supervises the awarding process of EOPS/CARE, CalWORKs and INSPIRE/NextUp book vouchers, parking permits, incentives, and other required supplies.
  17. Initiates and coordinates job readiness workshops and enrichment activities to provide College wide support for CalWORKs students.
  18. Responsible for handling student personal, program and staff related complaints and resolving conflicts regarding student eligibility, acceptance, and utilizations of programs.
  19. Conducts and reviews exit processes for student who are no longer eligible for services.
  20. Oversees and insures the accuracy of MIS and other state reports including all year end summaries of EOPS/CARE, CalWORKs and INSPIRE/NextUp and other grants program accomplishments.
  21. Ensures that student success is recognized and celebrated.
  22. Performs related duties and responsibilities as assigned.

Minimum Qualifications:

Experience:

  • Two (2) years full-time equivalent experience of successful leadership supervising a student support services program at an institution of higher education. 
  • Director Qualifications.  (revision July 1990)
  • (a) The EOPS Director must meet the minimum qualifications for a student services administrator as specified in Section 53420 of this part, or must possess a Community College Supervision Credential.
  • (b) In addition, an EOPS Director hired after October 24, 1987 must have, within the last four years, two years of full-time experience or the equivalent:
  • (1) in the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages or,
  • (2) as a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele.
  • (c) In addition, an EOPS director hired after October 24, 1987, shall have completed a minimum of six units of college-level course work predominantly relating to ethnic minorities or persons handicapped by educational, language or social disadvantages.

Education:

  • Possession of a master’s degree from an accredited college or university.

Employement Standards:

  • Current Education Code, Title V, Federal, State, and County EOPS/CARE, CalWORKs and INSPIRE/NextUp regulations that directly affect EOPS/CARE, CalWORKs and INSPIRE/NextUp students. Other grant procedures and requirements as assigned.

  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Effectively work with, advise, and counsel college students of a diverse academic, socioeconomic cultural, disability, and ethnic backgrounds.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; work independently to organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

 

Salary Placement:

This is 12- month Administrator position will be placed on Range 15 of the Administrator Salary Schedule H ($10,501.00 - $13,934.00 per month).

Initial salary step placement for new employees is customarily at step 1, 2, or 3 ($10,501.00 / $10,658.00 / $10,818.00 per month) of this 20-step salary range.

 All administrators are on an employment contract and exempt from overtime and compensatory time accumulation.

Physical Characteristics:

This position will work in both an office environment and outdoor environment with varying temperatures. The physical demands for this position requires hand and digit dexterity to operate a variety of hand and power tools; sitting and/or walking for extended periods of time; standing, stooping, kneeling, crouching, crawling, twisting/turning, bending at the waist and reaching in awkward positions; climbing stairs; working at heights of 50 feet or more on ladders, scaffolds or field poles; working under buildings or in confined spaces; must be able to exert 10 to 20 pounds of force to lift, carry, push, pull or otherwise move objects; must be able to lift and stack objects up to 50 pounds; vision to read printed materials, including blueprints and schematic drawings and to identify and distinguish wiring and equipment; hearing and speaking to communicate and provide information to others; handling and working with various machinery with moving parts, chemicals, dust, materials, and objects; and travel from site-to-site.
