This position is a high priority for our District for the 2020-2021 year and is contingent upon continue available district, grant and state funding.

The Santa Clarita Community College District/College of the Canyons is seeking a full time Deputy Chancellor. The ideal candidate is a leader possessing a strong grounding in academic and student services programs and a thorough understanding of the primary mission of the community college, as well as supporting our college’s commitment to educating the more than 32,000 racially and socioeconomically diverse students we enroll each year. Currently, our student body is approximately 45.4% Latinx/Hispanic, 32.2% White, 6.3% Asian, 5.5% African-American, 4.5% Pacific Islander, 2% multi-ethnic, and less than 1% Native American. The college was designated a Hispanic Serving Institution in 2015, reflecting our focus on enhancing the educational attainment and economic well-being of the community we proudly serve. As one of 20 community colleges in the state selected for the California Guided Pathways Project, we are focused on enhancing equity and implementing policies and practices that help all students achieve successful academic outcomes while fostering a culture of completion, transfer, and job preparation.

Position Description:

The Deputy Chancellor reports to the Chancellor and is the senior educational administrator who serves as the Chancellor’s lead executive responsible for the day-to-day operations of the District. In the absence of the Chancellor, the Deputy Chancellor serves as Acting Chancellor.

The Deputy Chancellor must possess strong grounding in organization, higher education, community interaction, and a thorough understanding of the primary missions of the community college, which include transfer and career and technical education, workforce development, as well as basic skills preparation, adult education and community service programs.

The Deputy Chancellor must:

  • Understand the higher education landscape, the role of a suburban community college and the dynamics operating within the communities college district it serves;
  • Possess advocacy skills and a knowledge of government organizations;
  • Be an astute leader with demonstrated expertise in the complexities that impact community college finances and operations, including collective bargaining, federal and state programs, and legislation;
  • Be a highly visible executive leader who can represent the college at the local, state, and national levels.

Within the scope of this position new components may be added or deleted based on district or community needs.

Essential Duties:

The Deputy Chancellor reports directly to the District Chancellor and serves collaboratively as part of the Chancellor’s Executive Cabinet. Their essential duties include the following:

  • Provides leadership for the District.
  • Serves as advisor to the Chancellor in all matters in the District.
  • Assumes major responsibility for negotiations and partnership development and represents the District in collective bargaining activities related to compensation, benefits, and areas requiring financial resources.
  • Initiates, pursues and supports the development of possibilities and partnerships, statewide initiatives, and grants.
  • Participates in Chancellor's Executive Cabinet, advises the Chancellor on policy matters, involving the programs and services of the District, including recommendations for new or revised policies and
  • Represents the District with the Community College Chancellor’s Office, State Department of Finance, Community College League of California, Legislative Analyst’s Office, elected officials and federal offices, and with private/public sectors regarding development, construction and/or partnerships activities.
  • Attends and/or chairs districtwide committees, task forces, and meetings; represents the District at local, State, or national meetings, serves as District representative on related committees, commissions, and organizations as
  • Represents the District through community contacts and membership in community and state organizations.
  • Maintains community partnerships and strategic collaborations between the district and the fire department, sheriff’s department, city and county.
  • Reviews and recommends legislation which could benefit the District and its population/clientele; maintain liaison with appropriate government agencies and national
  • Supports innovation of new programs, emerging disciplines, and continuing education.
  • Advocates for equity and inclusion principles and practices for students and employees.
  • Provides administrative leadership to support the Chancellor by working with, administrators, faculty and staff to determine and clarify policy and emerging initiatives.
  • Organizes and meets with staff to plan, develop, and implement effective programs/support services in designated areas of
  • Maintains open communication with staff and the community to assure a free flow of ideas throughout the district.
  • Helps to inspire and create a climate and structure that encourages staff development in formulation of job objectives and provides for staff participation to achieve the goals and objectives for assigned
  • Reviews and evaluates the effectiveness of assigned personnel, programs, and services; assures the development and implementation of corrective action, improvements, or additional programs and services as
  • Assures the initial development of the impact of the processes and coordination between planning process in the District.
  • Provides leadership to develop professional staff development for all employees.
  • Defines and implements strategies to maximize the District’s resources.
  • Performs other duties as assigned by the Chancellor.

Minimum Requirements:

Education:

Possession of a master’s degree from an accredited college or university. Doctorate or Ph.D. in educational leadership preferred. (See our website for evaluation requirements for units and degrees earned at foreign institutions); AND

Experience:

Possession of a minimum of five (5) full-time equivalent years of experience at a senior executive administrative level at an institution of higher education. Demonstrated experience with negotiations or advocacy or policy development or partnership development.

Desirable Qualifications:

  • Possession of a Master’s degree in leadership, public policy, public administration, or a related field;
  • Experience teaching at the college or university level (community college teaching experience preferred);
  • Experience as a negotiator, advocate, and policy maker.
  • Experience advocating for diversity, equity and inclusion practices and principles for staff and students.
  • Experience representing and advocating for organizations by providing leadership at the community, regional, state and federal levels.
  • Experience working cooperatively and developing partnerships with business, industry, government, schools and colleges and/or other agencies in the planning and implementation of educational programs as well as efforts to meet other agencies needs.
  • Experience analyzing issues and preparing complex board agenda items as well as substantial interaction with the Chancellor of the district.
  • Experience working with multiple agencies, community groups and academic departments to initiate and implement programming.
  • Experience providing leadership to college-wide budgeting and planning efforts.

Salary Placement:

This twelve (12) month per year position will be on an individual contract.  Salary placement will be Range 26 of the Administrative Salary Schedule. Initial salary placement will be based on education and experience. An excellent benefit package, including medical, vision, dental, life and Section 125 is offered.

Physical Characteristics:

Position is a stationary position and requires use of a computer for extended periods of time plus frequent periods of movement from one area to another, which may include traversing to different floors of a building; operating a computer and related equipment; communicating and providing information to others; working with various materials and objects; frequently exert 10 to 20 pounds of force to move objects; may be exposed to occasional contact with dissatisfied individuals; and travel from site-to-site. In the event of an emergency, employees will be relied upon to serve as emergency workers.
